Yes, it is more difficult outside India. In western countries it is difficult to get good milk that comes from cared for cows.
Warm milk is required for the healthy and mental growth of children at least to the age of 25. That is the Vedic way. The solution to the dairy problem is the family cow which means the family farm which means cooperative living. That was Prabhupāda’s plan for iskcon farms but it is more or less a failure in most places.
In your situation Prabhupāda would definitely provide dairy for your family if it comes from a dairy that sells raw milk. Otherwise it is very bad to give children homogenized milk. Very bad. So try to buy raw milk. Otherwise it is definitely a problem and you should avoid the commercial dairy products.
